BSNL excess bill

I have received online bill for month Nov which include broadband installation charges rs. 250 but as per bsnl promotional offers installation charges is waived off during 01-oct to 15-nov. and when i checked my demand notice (demand ID-175406) online it does not include installation charges.

when i tried to contact authorities they did not respond to my complaints.

plz help me to sort out this problem
