Portibility out rejected

I have a problem while porting out of BSNL. I received the 8 digit MNP code by sending msg (PORT 9450682485) to 1900. and filled form for MNP to other service. I received a message that

"Dear customer, your request of mobile number portibility is rejected due to there are subsisting contactual obligation from the subscriber agreement. ".

Please look into the matter and oblige me by letting me to port out.
