Rejection of Porting OUT

I am having BSNL Postpaid connection 999956161. I wanna port out from BSNL to Tata Docommo. From last 3 months i tried much, but BSNL is rejecting the request again and again. Last time Tata applied on my request for MNP on 20th July. But BSNL rejected the request with remarks "Bill overdue". Whereas there was no pending bill on BSNL side.

BSNL is creating lots of problems for me.
