Without any prioir information stop outgoing calls

Sir this is pankaj gupta from jaipur. sir i am using bsnl sim card. Sir my complain is that my outgoing calls are stop without any prior information from company. sir for example if i have any emergancy than how can i call to anyone. sir when i call to there customer care they said me that you have to sumite your documents. now i hope you healp me from that problem.
