Wrong Billing

Despite my security deposit of Rs.5000/- and refund amount of Rs 2209/77,

BSNL has disconnected phone. I had sent complaints to CMD, BSNL. But no action has been taken to restore. They shows outstandings, But when deducting my refunds, still i have a credit of Rs.502/20 with BSNL and security deposit Rs. 5000/-

If the CMD will not take care then to whome I should make complaint.
