Not refund security deposit money

I have submitted my Land line telephone with all dues in 5th May'2010 in Durgachak Exchange, East Midnapur, But still I have not yet received my security deposit amount Rs 2000.From Last one year I have continuously follow up with Durgachak & Kharagpur exchange. They said that there is some problem due to manual to computerized system. But the problem is not been shorted out. Already one year has gone.
