Iligal voip call to my mobile numbe

Dear Sir,

I am using BSNL Mobile No : 9444955058 last 4 years. I got the 5 missed call from 'Unknown Number' (In my caller id I got it shows 'Unknown Number' instead of caller phone number) On March 30 th 2.12 PM. I think some one trying to call using VOIP and it is illegal to call VOIP call in India. I want to know where I have to give this kind of complaint.
