Sms not delivered

I tried to send sms from way2sms to new bsnl numbers (series-9476) but the sms is not delivered when i contact with customer care they said bsnl does not support this free service but i send sms to the other bsnl number (series upto-9475) and the sms is instantly delivered sir plz do something
