MNP not yet done

I am presently an Airtel customer. Through MNP, wish to move to Docomo. I have submitted the UPC code & application form on 3rd November. But yet the number is not ported. At the same time, I am unable to port to any other service provider because unable to get any UPC code. What should be my next step?
