Not providing the proper phone set

We are facing a serious issue on our telephone set since long time. We had given complaints many times over the phone. our phone number is -0487-2213640- our exchange is Mundur-Thrissur-Kerala. Every time we are getting the response that the department doesn't have the phone set if we wanted the proper one we need to buy it. Since we are paying the rent for the phone set why do we need to purchase our own cost. BSNL is responsible to provide the same. Actually two senior citizens are are staying at this house.
