Delay of Payment receipt

There is one Airtel office situated at Kamla Nagar, Delhi. Whenever we go there to submit our postpaid bills, they always tell that our system is down, you'll get your receipt within 48 hours. But they give receipt after 48 hrs. Because of this how many times I had to bear late fee amount of Rs 100. This is realy unexpectable. Why a customer should bear a fine for somebody else's fault???
