Took money for Converting Prepaid to Postpaid..but never converted and never showedup since then

I received a call from IDEA Cellular for converting my prepaid number to Postpaid. They also sent an executive for the same to my home address, who took Rs500 /- fee for the same and handed me over a Carbon copy form as a proof of receipt of money.

Now more than a week has passed, neither my number has converted to postpaid, nor they bastards have any clue of my status. I am clueless where to go for the same.
