Not allowing to port to other network

Dear Sir,

I am the customer of idea prepaid (9705112365) and using more than 800 rupees per month, i ve requested for unique porting code two times in this month to change to vodafone, no response from the idea customer care and they are advising to contact idea service centre, how ridiculous they are? they rejected my porting code two times, do they have the rights against the customers? bloody IDEA...
