New connection no out going calls

Dear Sir/Mam

I have purchased a 9598599552 new prepaid connection on 4/10. I cannot make outgoing calls but there is only in coming call facility. I have complained many times but there is no positive result. On 8/10 at 11.46 am I have received a call from 9891905970 probabily by Bhawana, that your call connectivity has been resolved but no positive result. I have a sms from IE-IDEA on 8/10 that call connectivity has been resolved SR No.1-18753786280. But my problem is still same.
