Bsnl prepaid
Sms not delivered

I am Koushik Mondal From My Way2sms account i tried to send sms on the number 9476229078 but the msg is not delivered. When i contact with customer care the said that free sms service is not available in bsnl but after that i send a sms from my account to 9434527399 and the msg is delivered. I Can't understand the reason

plz help me
