Poor service!

I have BSNL excel Prepaid card and its no. is 919428025261. I got problem with this card when i change my new mobile instrument Samsung X200. With this instrument i can not call any one ever its customer care center. But i can send and receive messages as well as i can receive call. But it works fine in other instrument as well as other sim card work fine in my mobile instrument.
