Land line not working

My home land line00918202530277 is not working for the last fifteen days. I had a word with customer service officials twice both the times they said it required underground cable change. When I called second time they gave me a mobile number to explain the problem, which is not all functioning. In my point of view to change a cable hardly one day enough. Govt. introduced Sakala but things are not moving
