Unknown number troubling and misbehaving with us using bad language

Hi,

I want to register a complaint regarding an unknown number from where My sister is getting unwanted calls. The person on the other side have been misbehaving using bad languages. She tried to ignore the call but he kept calling from different numbers.

It is irritating and annoying as she need to keep her phone switched off to avoid his calls. She is not able to use her number freely.
