Unknown misscalled

Madam/ Sir,

I am getting missed calls from an unknown number. This person also calling me midnight when i recieved call he is not responding anything only he giving me misscall Please tell me, where can i lodge a complaint against the owner of this mobile number. Looking forward to a swift response.
