Disconnection of telephone numbe

I have a MTNL dolphin phone number 9868386488.I have always been very regular about my bill payments but this month unfortunately I was late in paying my bill. My phone was disconnected without sending me any information despite the fact that a security amount of 1000/- is with MTNL and bill amount was only 691/-.I paid my bill 3 days back but still it is non operational and whenever I tried to contact MTNL I am not getting any satisfactory answer.
