Not providing service properly

My tarrif plan was per second billing and i am charged by per minutes. after this i costumer care told me to recharge with 1 rupee and the tarrif will change. after recharge there was no effect on tarrif. yesterday they send me message of recharger with 12 rupees and the tarrif will be change to 1/2 second billing. after this also my tarrif is same. please solve my problem.
