Misuse of ECS by Airtel and not refunding back the addtional amount taken

Airtel charged me incorrectly for 6 months rental for 3G in Aug. I filed a complaint and asked for refunds. For this Airtel mentioned that we will provide the refund in the form of Cheque but this cheque never reached me. This cheque was also not encashed by whoever the receiver was so AIRTEL did not loose any money. Now, I have raised lots of complaint and called 100s of times to Airtel, talked to escalation manager, floor manager, Nodal officers etc but no resolution yet. Following are some of the Service request numbers: 39402640, 41540077, 41578525, 41710832. Following is the interaction ID with Nodal officer (Mr Vinay): 999567792 which has the latest context. Please note that I have informed in clear terms that I will not make any payments to AIRTEL till this issue is resolved and it has been 5 months now since AIRTEL is working on this issue. I was also not expecting any kind of disturbances in mobile services as this is a corporate connection and I as the customer is not at fault here. Rather I am the one who is doing all the follow ups which is really disappointing.

Despite the above clarification Airtel has barred my outgoing calls and 3G services. Airtel presence team from Delhi is also involved but I am not sure why they are not able to resolve it. The issue has simple solutions:

1. Cancel the old cheque and issue a new one. Provide me the tracking ID of courier by which the cheque is being sent.

2. Simpler solution is: Directly adjust this amount (Rs 2063/-) in current outstanding amount and I can make the remaining payment.

The irresponsible behavior from Airtel is really disappointing on this long pending complaint and I am not sure why Airtel presence team is also acting like deaf n dumbs. Anyone knows what else I as a customer can do? What is the next level of escalation?
