Not refunding the advance rental

I applied for a new Airtel broadband connection through the airtel website. In a couple of days they contacted me on my mobile and asked for the address of my premises. After 4 days, they said the feasibility check is done and they would be able to provide me a connection.

The next day, they sent a person to collect my address and ID proofs and a month's rental as advance to wave off the installation charges. I filled up the application form with CEF number CH1226248 and paid Rs.999 via cheque. I was promised that the connection would be provided within a weeks time.

The cheque was deposited the next day but for about a week I did not get any information about my connection. I called the customer care and they said that my application has been cancelled due to lack of infrastructure. I wonder what is the feasibility check then for. However, I asked them to refund my money and said that I would get a cheque delivered before Dec 7.

More than 2 weeks have passed but I haven't got the cheque until now. Even if I call the customer care, they disconnect the line while describing them the problem. This has happened twice today.

I request you to take strict action against Airtel for looting my money.
