Lack of proper response to a complaint

I have serious network issues for Airtel in my town.. The call gets cut in between a conversation and also most of the time I can't make calls.. It shows full range and I am getting these problems.. I complained to the customer care 198, 5 times in October. One time they said they rectified the problem and I was still having the same problems.. When I complained again each time they said it'l be rectified soon and I will be updated with the complaint status by call or message. I didn't get anything till date. Last time I called on 26th October and they said they'l forward the complaint and I will get the response as call or message before November 4th.. Today I called again to 198 and they are giving a negative approach.. They are saying they can't do anything until they know where the tower is and the distance from the tower to my home, they didn't say this when I called before 5 times.. When I asked them to connect to the concerned superior officer they told me to hold and I was connected to some line which kept ringing for 5mins and no one answered. I cut the call and once again called to the so called customer care and explained everything and asked for the supervisor, again they connect me to some line which kept ringing and no one picked.. I waited for 10mins and no one answered.. What am I supposed to do when I am getting response like this from the so called 'customer care'? The only thing keeping me with airtel is the number. The day number portability will come in Kerala I'l change from airtel.. But until then I need this.. I am missing lot of business opportunities because of these problems.. Where can I get a proper solution for this? Whom I should complain to other than useless customer care??
