OUTGOING CALL PROBLEM

Dear sir,

i am having great difficulty to make a call on a particular no. 9587342738, since 19th oct till today. so i complaint many times on your customer care no.121 & 198. but i cant get any kind of solution of my problem . i cant make a call on thish no. but i am able to send sms & recd. calls & sms from this no. i want a proper solution of my problem so please take approciate action on my complain.
