Wrong recharge not being rolled back

A recharge has been made wrongly and the customer care doesnt respond properly. The mobile number to which the recharge has been made is de-activated. Request has been made roll back the transaction and debit the amount from that number and credit the amount to the correct number. But the custor care representative hung up the call abruptyly.
