Cannot contact customer care

Sir,

My number is 9629289889, from tamil nadu vellore dt.ambur. i have a problem from when the sim is activating (Actvn Date is 08-09)

The Following are the complaints:

1.I can't reach the customer care @ 198 toll-free number. the recording voice has said that "any assistance pls dial *121# thank you for contacting airtel and the line has been disconnected. Any time that i contact this no.the above reason is always coming.

2.When i send the sms to any airtel nos.the amount is deducting as 0.50paise and in same time i had send sms to any other network the amount is deducting as 0.10paise per sms in my main account.

Pls solve the above the problem as quickly. i have expecting you to solve the problem.
