Hotel is denying for refund my advance payment

"I made a booking for Hotel Samudra, Trivandrum, for 01-30 and have paid RS 10120.00 as advance. i cancelled the booking ahead of time, but the hotel is not ready to refund my money. They are telling to the travel agent that they cannot refund my payment due to which the travel agent is not able to refund my money back. I would like to formally lodge a complaint against Hotel Hotel Samudra. And I will go to consumer court if required.
