Not get connection of ip tv

Sir

I sudhir Kant Bahuguna have requsted for a connection of ip tv on 10 september and gave payment of Rs 1750 in cheque but not get installion till now.

Please tell me who is resopsible for this and when I will get installion in my home.

Please dont force me to go to consumer court
