Extra charges for no logical reason

Dish TV charges Rs. 20/- if re-charge is done after expiry of 1st subscription.

-- Dish TV charges Rs. 40/- if a customer downgradrs his current package to a lower one, for example form Gold to Silver.

Both the above amounts look small but Dish TV is making money at the expanse of customers. My prespective for both the above items:

1> If I had a live subscription say for 3 months & then for some reason I do not want to continue it, this should be left to individual customer's choice to do so. It is a pre-paid system so the customer should have option of paying a certain amount & watch the Dish TV. When the user is not intereasted, he / she should have the freedome not to re-charge or re-charge when he / she wishes. DTH is a pay-per-use service & it should be pay-per-use. If Dish TV charges Rs 20/- as panelty for not re-charging on time, customer is paying money for something he / she will never watch any Dish TV contents.

2> Rs. 40/- charged as downgrade charges is outrageous & completely against the basic principle of pay-per-use. It is possible that initially the customer started with maximum number of channels (platinum kind of package) & over a period of time realises that he / she is spending money for many channels that he / she never watches, then the customer should have liberty to switch to a scheem with lower number of channels (gold of silver kind of package). If Dish TV is charging Rs. 40/- as downgrade charges, this shows that Dish TV wants to stop customer from moving to a package with less number of channels, or atleast discouraging. This is against the customer's wish to do so. One more point here is, Dish TV is trying to make money as the customer will be paying less for a new package with less number of channels. This Rs. 40/- goes waste as customer will not see Dish TV contents for this amount. Again this against the basic pay-per-use fundamental. Does Dish TV gives a grace of Rs. 40/- is the customer upgrades from Silver to Gold or to Platinum package? If no, then why charge this downgrade money?

Help me to take this up with the correct authority to address this for all DTH providers.
