Refused to Upgrade from SD to HD

I wanted to upgrade my current set top box from SD to HD for whih i was ready to pay, but i was told that My VC (Viewing Card) number is not eligible for same. but if i need same i need to buy new connection.

this is simple monopoly of increasing sale without customer care.

i need your support in correcting this system.
