Settlement of Credit Card

I used to own HSBC credit Card # 4384 5999 8018 8956. Due to some personal reasons I was not able to make payment. Than I got a call from Neeta Singh (working with HSBC), she informed that the bank is ready to settle the amount @ Rs 11, 400, in case I make minimum payment of Rs 1, 000 right away and rest Rs 10, 400 in the next month. I aggreed and made the payments as asked, and got a letter from on Bank's Letter Head that the credit cards dues are settled and @ Rs 11, 400 and I would receive an NOC letter in due course. Even After 3 months I did not receive any NOC, and again got a call from HSBC stating that I need to pay Rs. 3, 000 as I paid Rs. 10, 400 against settlement so Rs. 1000 due and rest is the interest amount on it. I explained them the whole case, but they said that their settlement manager Neeta Singh has just FOOLED me to get Rs. 10, 400, and I need to pay Rs. 3000 if I want to close the case else they won't issue any NOC and won't clear my CIBIL record for the same.

Can you please suggest what should I do.
