Percentage charged by vendor on card payment

I have opted to pay the bill of my car repair at Maruti authorised service dealer.

They have told me that 2 % will be charged extra on card payments, whether it is debit card or credit card.

Now any one please tell me how can the vendor charge 2 % for card payments. Why the hell then they have the card facility.

Whom to report this undue advantage taken by the vendor.
