Credit Card not received but banks sends bill every month

Sir,

I am Praful Kumar. customer of HDFC bank, Credit card Numer: 4346781004817755 (Old Credit Card Number)

used HDFC Credit Card, I blocked over mentioned card in July. I made all pending payment in july itself.

I re-apply for the new card in September last week. Still I didn't get the Credit Card but HDFC is sending me Credit Card bill since November (In august bill due amount was zero but after two months latter they sends fresh deduction bill but credit Card was not sent to me). I mailed many times to HDFC customer service but I never get any positive response. They told HDFC Ergo premium is activated on that card. If I didn't get the credit card yet then how can they activated this service? HDFC bank never answered.

They leaked my personal information to other service provider which is unethical.

I am complaining since November but HDFC didn't said that how can HDFC Ergo knows my Credit Card Number which is still undelivered to me.
