Amount debited to my credit card without my consent

Sir

A sum of Rs.10, 658 was debited to my Credit Card by HSBC bank without my consent. I have also not signed any document for this. When enquired I was told by the bank, that based on my voice message with a third party (TATA-AIG insurance Co) they have debited my card account. I have not given my consent to any body.

I want to one thing. "Can a bank (HSBC) debit a card holders account based on the voice message of the card holder with a third party (TATA AIG), without the consent of the card holder". Is this allowed as per the banking rule? Can I lodge a formal complaint with Reserve Bank of India?
