Not able to access my account

I have a saving Account with ICICI Branch Free banking, For Past week i am not able to access this account. I am not able to see all the funds that i have in this account, and whatever i see i am not able to transfer to my other acount.

On contacting their Customer care i was told that the issue will be resolved after 5 days, which didn't happen. on contacting them again today, they told this will be resolved by next Monday, that is after another 5 days. Meantime there is no other way to transfer my funds also. This is my money and i should be able to use it whenever i want, all i am getting from various levels of ICICI escalation matrix is assurance, but it seems like even they donot know when this is going to be resolved.

There should be some way in which ICICI should be penalized for this.
