Denial of a Policy

I had recently submitted two proposals for my daughters DOB 15/04/1993 & 03/12/1996, for Jeevan Saral Policy with LIC of India, Neyveli Branch. My second daughter is 'Congenitally Hearing Impaired', coming under differently abled category. While the proposal for first daughter was accepted, the same was rejected for second daughter and was told put in a request for return of premium. On enwuiry, I was told that for such children, LIC does not issue any policy except Jeevan adhar, as per their under writting policy. My request for a reply in writting has not been complied with, though more than a month has passed since.

Why should such children, who are otherwise normal but for the hearing impairement, which is noway life threatening, be denied the policy given to any other child?
