No response from BPCL to my following complaint ref no C 000018199, hence this request to you

Sub: Curbing dishonest and unfair activities of LPG dealer

We have a second home at Sawantwadi, Dist Sidhudurg in Maharastra. We approached few days back M/s Patankar Gas Service, a Bharat gas dealer at Sawantwadi for a new gas connection. with a residence proof of electricity bill and documents relating to title of our house.

However the Patankar Gas service insisted that we should either produce Ration card or alternatively purchase goods like cooker, Water filter, Gas stove etc worth Rs. 3250/- from them in addition to the installation expenses of around 2200/- to get a new connection.

We also enlightened M/s Patankar Gas Service that BPCL’s guidelines for new connection as displayed on their website allows any of the documents listed below as proof of residence Ration card, Electricity bill, Telephone bill, Passport, Employers certificate flat allotment letter, Voters I card, rent receipt. However Patankar’s did not accept our claim.

On being confronted whether they are running a gas agency or a shop to sell water filter cooker etc (these items are prominently displayed by Patankar Gas service) Mrs. Patankar indicated that they have consent and support of BPCL for the aforesaid arrangement.

Some of our neighbors who also have second home at Sawantwadi and were unable to produce ration card have been granted new connection by M/s Patankar Gas Service by compelling them to purchase the aforesaid goods from their shop. It is also understood that the delivery boys of Partaker’s keep a stock of Sunflower oil pouches in the truck carrying refills and make unauthorized supply refills to those who pay additional cost or buy oil pouches from them.

It is very clear that Patankar gas service has been purposely insisting on ration card as proof of residence as they know very well that those having a second home cannot produce ration card and therefore can exploit them by giving them corrupt alternative and compelling to purchase goods from them. When we confronted Patankar Gas service as to how can the condition of ration card, if must can be diluted or set right on payment of money by a consumer to buy goods as aforesaid from them. As expected Partaker’s had no answer.

We can never believe that the largest public sector and reputed organization like BPCL would ever support the aforesaid unfair dishonest and underhand activity of a dealer of extracting money from helpless consumers who seek a new gas connection. We therefore decided to take up this issue with you to seek further clarification and advice in the matter to enable us to take appropriate further action to get new gas connection.
