Non Refund of railway Ticket and Random clearance of waitlist tickets

Booked a ticket through IRCTC.

PNR No: 2628437180

Train NO: 2444

Date of travel: 24-Dec

It was 1WL at the time of chart preparation.

So i did not board the train as my ticket was not confirmed but later i realized that i did not even get the refund automatically as told by the railway authorities.

1. Now when i try to cancel this ticket

"The chart was prepared for this ticket you can not cancel this ticket."

2. The chart showed that person having Waitlist more than me got their ticket confirmed before me.

There was some manual manipulation in the clearance of waitlist ticket.

I want my money refunded and a explanation of the way the tickets were confirmed and how come 1WL was not cleared and people after that got cleared.
