Train Tickets avalible in black

Hi

I traveled on 23rd dec from pune to hyderabad in mumbai-hyderabad (7031) express. And i observed that in S5 compartment there were more than 40 tickets booked by travel agents. and the passengers names are matched with the chart name. I complained to the TTE in that compartment. But he never took any action against those tickets.
