Not providing sufficient A/C coaches to accommodate book passengers

We had waiting listed tickets in A/C Chair Car by Dhauli Express (Train No 12822) on 6th March '11 (Sunday) from Puri to Howrah leaving Puri at 11:50 AM. We came to Station well ahead of departure time and enquired about status of our waiting listed tickets (W14 and W15).

We went near the CC coach and waited for the TTE to come with hope of confirmation of our two tickets. But unfortunately they were still in waiting list and we could not enter the coach.

TTE was requested to accommodate us as we are senior citizens and my wife was sick. But TTE did not listened to our request.

As there was not enough time to cancel our tickets to get refund and buy fresh ordinary Chair Car tickets, we were forced to travel in general compartment with all discomforts in spite of holding valid A/c Chair Car tickets with us.

I requested TTE to give in writing above non-availability of accommodation in the designated coach to claim refund as per rule book from Railways but he flatly refused to comply.

Our question to Railways Administration is that if they cannot provide proper accommodation as per booking, why they over book and do not spot refund but force passengers to pay without availing facilities? Does it not amount to cheating of passengers?

Our Honourable Minister of Railways is doing so much for passengers' amenities, can we expect refund of difference between A/C Chair Car and General Chair Car fares?
