PNR 4521196451 - RAC ticket not travelled refund pending since 1 yea

Its the case of refund of a ticket with PNR 4521196451 that was RAC till the time of chart preparation and "Passenger Not Travelled". TDR was filed on 13/7. After so many emails, I got 50% refund in early Dec'09. Since then, I am fighting for the remaining 50% refund of Rs. 1060. IRCTC has sent 4 reminders to CCM/NR Railway since Dec'09; and everytime these are ignored by Delhi zone.

Its almost a year now since I am chasing IRCTC; and IRCTC is chasing CCM/NR. I have incurred huge telephone bills and have suffered mental agony. I would like to be compensated not only for the ticket refund but also for the cost towards follow up and mental agony from the Railways.
