Non refund of cancelled ticket charges

I have booked e ticket as per transaction details given below. Unforunately the train got cancelled due to reasons better known by railways. But the ticket charges could not be credited back into my account due to cancellation of train.

Kindly look into the matter and release the money held up in railways at the earliest into my account.
