Prevention of logins at 7:50 am

I have noticed that internet bookings are deliberately delayed at around 7:55 am, then it becomes normal at around 8:10 am, although slow.

Now that agents are not allowed between 8 and 10 am, i am strongly suspecting the booking clerks have deliberately made an effort to slow this down so that they can book tickets for touts and make money on the side.
