Charging to much rther than using meeter

On 24th aug i was hiring a taxi. when i asked a person (taxi # MH 03 F 9455) that i wanted to go to MANSAROVAR, then it will be charge about how much. Then he replied that, Rs.280.

and he was not ready for going by meeter.

again he said that, we don't go by meeter to there; we only go Mumbai by meeter.
