Dealer's taking premium on the ca

I am from moga [Punjab]. In our state Maruti dealers are taking 20, 000 to 30, 000 premium on Swift Diesel. They don't even book car on control rate saying that the car is not available. But after taking extra money [premium] they delivered you the car in 2-3 days.
