Wrong information of non availability of Excise benefits to handicap person

Dear Sir,

I am handicap person and want to buy the new car. Govt.has announced many schemes of benefit to handicap and one of that is Duty exemption on purchase of new vehicle.

But I have been told by many dealers that this exemption facility is closed, sir tell me whether it is so? and tell me what I should do?
