Non delivery of product

We had booked a computer on 24th January through their sales representative Ms. Neetu Yadav. While confirming the order on the phone, she promised that the said computer would be delivered by 02-03rd Feb. However, when we got the order confirmation, it was mentioned that the said order would be delivered on or befor 09th Feb. When we spoke to Neetu, she assured us that this was just a mere formality and the delivery would take place well before that as she had promised. After that day she just dissapeared and refused to speak with us on the phone. Today (07th Feb) when we called up the Dell customer care they said very casually that the order is not ready due to non-availability of certain parts. No specific date of delivery can be provided by them also. For order cancellation they say that it takes 25 days which is ridiculous.
