Not able to attach files in the mail

I am using Google chrome as my browser. I was not able to enclose files ie) attachment option is not working for me in G mail,

Recently i upgraded my yahoo mail, to the beta version i am facing the same issue in yahoo mail also.

PLEASE HELP ME IN RESOLVING THIS ISSUE.
