Not getting window7 tool kit

Sir, i had buy an HP laptop on sept 24 09 and i eligible for getting window7 tool kit. I applied for the same and send all the required documents. I call them several times but they said your request is under process but now that number is also not available and i am not getting any response. So i request you take action against my problem.
